Iulia MOTOC
Professor Motoc has studied law and
philosophy. She has a LLB from the University of Bucharest,
a DEA and a Doctorate in Law from the University
Aix-Marseille III( 1996)- L’interprétation des exceptions
de l’article 2&4 de la Charte ONU par le Conseil de sécurité,
an Habilitation a diriger des recherches( 1998) and a
Doctorate in Philosophy- The theory of international
relations-the sources of political and moral philosophy
(1999). She is currently Professor of International Law at
the University of Bucharest. She holds visiting academic
positions with NYU School of Law and Yale University School
of Law. She is the author of three books and co-author of a
textbook of international law and several articles in the
field of the use of the force, theory of international law,
human rights, and ethics of international relations. Before
joining the academia Iulia Motoc was judge at the Bucharest
Court. Professor Motoc was UN Special Rapporteur on the
Human Rights situation in Democratic Republic of Congo(
2001-2004), member and former President of the Sub
commission on Human Rights, member of the Advisory Committee
on national minorities, Council of Europe. She is currently
UN Special Rapporteur on Human Rights and Human Genome.
She is a member of the UN Human Rights Commitee.
